Add Seo Tracked Domain

SPENDS NOTHING. Save a domain so it can be tracked: keywords, rank checks and snapshots hang off it.

The domain is lower-cased with www. stripped; a scheme or a path is a 422. 409 once the organisation is at its cap of own domains (see max_own_domains on GET /seo/domains/tracked). The snapshot stays empty until POST /seo/domains/tracked/{domain}/refresh runs.
