Draft a reply to an email

POST
/voice/email-agent/draft-reply

THIS COSTS CREDITS. Drafts a reply. NOTHING IS SENT.

Published as draft-reply, not reply. Two reasons, and they agree: it DRAFTS, so calling it reply would promise a send it does not perform; and /reply is an EXTERNAL_PATH_MARKER, so that spelling derived the external tier - overstating a route that reaches nobody, while /email-agent/compose beside it correctly derived billable. The name that describes the behaviour is also the one that tiers it correctly.
