Complete Seo Fix

/seo/fixes/{fix_id}/complete

SPENDS NOTHING. Report a claimed fix as done (with the commit or pull request) or as failed (with why).

outcome=done needs ref, a commit SHA or an http(s) URL, and moves the fix to applied; graph8 then re-fetches the live page to verify it. outcome=failed needs note. 409 when the fix is not claimed by this agent, 422 for a missing or malformed ref.
