Approve Quote

/quotes/{quote_id}/approve

Approve a quote that is waiting for approval. Only the approver role, or an Admin or Owner.

This only unblocks the send; nothing is sent. 409 not_pending_approval when the quote is not waiting, 403 not_quote_approver for anyone else, and 403 own_approval_request for whoever requested it.

Approve or reject a quote that is awaiting approval. Mirrors QuoteApprovalDecisionDTO.

reason is accepted as another name for comment; send one. A rejection REQUIRES the text (400 without it), and it is recorded on the quote.
