List workflows for the caller's org

List workflow actions (runtime_type='workflow') owned by the org.

Voice’s underlying GET /list/{org_id} lists all actions; we pin runtime_type=workflow so the public surface returns workflows only. Raw action listing (LLM/API/script skills) is intentionally not exposed here.

Each row carries use_when: the author’s one sentence saying when the workflow is the right play (null when unset), distinct from description, which says what it does.
