Get X Account Options

The ad accounts, payment methods and promotable users the organization’s X login can use, and the current choice.

An X-side problem (not connected, expired login, no ad access) is NOT an HTTP error: it comes back as error: {code, message} beside whatever could be read, so a UI can show it. refresh=true asks X again and counts against X’s own per-app rate limit, so it is limited to 20 per minute per organization (429 beyond that).
