Clear a collection's vectors, keeping the files

DELETE
/voice/collections/{collection_id}/vectors

Drop the index and keep the source files.

Retrieval stops returning anything from this collection until it is reindexed - which re-embeds everything and is charged. The files are NOT deleted, which is the whole difference from DELETE .../files/all.
