Edit Account Committee
POST /desk/accounts/{account_id}/committee
Add and remove buying-committee members.
Rides plan versioning like everything else: it persists a NEW plan version preserving the existing steps, rather than mutating the committee in place. Both lists apply in the same version, so the committee is never left half-changed.
