Every rep bound to this agency, listed or not.

Deliberately UNFILTERED by browse visibility: the reps that most need attention are the ones not yet live. Each row carries ready_to_publish plus a per-rep missing field list, so thirty drafts do not have to be opened one by one to find the three without a country.

Archived reps are flagged rather than dropped - they are still needed to put a name on an old statement or payout row - and every count excludes them.

A LIST result, so a bare list keeps its shape under items.

Several marketplace reads return a BARE JSON array (GET /v1/sdr/me/service-statements, the line-item reads, the agency statement list). Wrapping them keeps every published response an object, which is what lets the envelope carry pagination later without a breaking change.
