Turn one revenue signal into an accountable Work turn in #work. BILLABLE.
The promotion is an ordinary send, and like every send it schedules an
agent turn after the write commits — which is why this is tiered
billable. A replay is safe: the turn is claimed by a durable per-message
key, so a second call never makes a second agent answer.
