Claim Seo Fix

/seo/fixes/{fix_id}/claim

SPENDS NOTHING. Claim one queued fix for your coding agent.

Row-locked: if another agent already holds it the answer is 409. Claiming again with the same agent label is a no-op. A claim nobody completes expires after a few hours and the fix is offered again.
