A POST because the id list is the request, not a filter. Capped at 200 ids
- the cap is the app’s, and it exists because this is polled every couple of seconds.

polls this every two seconds and an unbounded IN (...) is a denial-of-
service surface, which is why it is enforced here as a 422 rather than
reached inside the handler.
