Get the org's receptionist, creating it if absent

/voice/agents/receptionist

IDEMPOTENT: returns the existing receptionist, or creates a default one.

Calling it twice does not produce two receptionists - there is one per organisation. That is why it is a POST that is safe to retry, and why it is not spelled as a create.
