/sequencer/templates/steps/generate

Have an agent DRAFT step content. Spends credits on every call.

Nothing is saved - the drafts come back for you to keep with POST /sequencer/templates/steps or discard. It runs a full model generation and can take tens of seconds; a 402 means the organisation is out of credits.
