Get a single booking by UID

Return the full booking detail (attendees, references, meeting_url,
responses, internal notes). Backed by BookingsHandler.handle_get;
raises 404 when the UID isn’t visible to the caller.
Mirrors the list route: an organization key that holds the explicit
meetings:read scope reads org-wide (so a uid returned by the list can be
opened); any other key, and an org key without that scope, keeps the
member-scoped path. org_id is always the principal’s (agency-targeted:
the target) org, so another org’s booking stays 404.
