Total by construction: any tenant-schema trouble (table not yet created for a brand-new org, transient DB error) answers the zero shape with determined=False instead of 500 — the caller’s collectors treat this route as best-effort, and the flag keeps a DB blip from reading as positive never-connected evidence.
