List Autopilot Approvals

Mailbox retirements the autopilot has queued for a person to approve.

Oldest first. spare_available says whether a warmed spare is ready to take a retired mailbox’s place, which is what makes approving one cheap. An org whose schema predates the queue gets an empty list, not an error.

An open envelope for a LIST result, so a bare list keeps its shape.

A named collection ({"plans": [...]}) keeps its own key AND gains items, so a caller can page every list surface the same way without memorising which key each route chose.
