Empty list when the org has not enabled plays - this is a read, so a gated org gets a quiet 200 empty list rather than a 404 (g8 #19786; the paired decide action still 404s for a gated org). A reachable-but-unhappy engine instead returns an empty list with engine_unreachable: true, so “nothing waiting” and “cannot tell” are distinguishable rather than both rendering as a quiet panel.
