Counts are computed over each agency’s VISIBLE roster, so an agency never advertises reps a buyer cannot actually browse to.

A LIST result, so a bare list keeps its shape under items.

Several marketplace reads return a BARE JSON array (GET /v1/sdr/me/service-statements, the line-item reads, the agency statement list). Wrapping them keeps every published response an object, which is what lets the envelope carry pagination later without a breaking change.
