Publish the rate card. THIS IS THE PRICE A CLIENT IS BILLED.

The narrow sibling of PATCH /marketplace/me/profile, kept because it is what the rates surface calls; both apply the same agency lock and the same availability vocabulary. Set availability_status to hidden to come off the browse list without deactivating anything.
